"Recognizing that structural unity is no longer feasible within the United Methodist Church regarding the matter of LGBTQ+ inclusion, and that such differences diminish our ability to be a vital and effective church, the Florida Annual Conference Delegation to General and Jurisdictional Conference supports the Protocol of Reconciliation & Grace Through Separation. In addition, we support the creation of a U.S. Regional Conference as outlined in the Christmas Covenant from the Philippines, which will effectively align and establish the necessary governance in making disciples of Jesus Christ for the transformation of the world.

We request that the Commission on the General Conference take such action as is necessary for the full consideration of legislation related to the Protocol and the Christmas Covenant from the Philippines by a Committee of the Whole. We urge that legislation for the Christmas Covenant first be considered by the 2020 General Conference, followed by the Reconciliation and Grace Through Separation and Restructuring, following the adoption of organizing motions."
